monkish with fennel and rice

learned to cook fish in a parcel from my mum!
quick and juicy way.
just place the fileted fish on a grease proof oven-paper, 
season with oil salt pepper and herbs (fennel in this case),
secure the parcel with an elastic band suitable for cooking
and let it simmer for about 5-10 mins (depends on size) in boiling water.
i served it with saffron rice and braised fennel.
